It's partly lighting. When inside or in the shade, Vail is more noticeably dark green than gray. Helps that in the Vail miniseries he's constantly next to military guys in virtually the same green....

I can see that. I'm pretty sure they based these colors on Kamen Rider 4 since those are his pants or at least the design started with his pants in mind.
