How about Zordon had the white power coin, but that it wasn't specifically a white tiger coin?

As the white ranger, Zordon's zord was actually Titanus, who was hidden away, essentially hibernating, while not needed. Without full and proper use of the white power coin, it took some time to call Titanus forth to aid the rangers.

With the stability of the green power coin in question, Zordon and Alpha set out to reinstate Tommy as a ranger with reliable powers using the white power coin. They never attempted to attain the sword of light for this because it wouldn't be able to transfer the powers from Zordon in the state he was in.

The transfer of power--through unknown means--severed the connection to Titanus. Knowing this would happen and knowing the necessarily of the Ultrazord, Zordon and Alpha held off on doing this until the era of the Thunderzords. They were confident the rangers could stave off Lord Zedd's attacks for a time, but they also knew the situation could eventually escalate. It was the best possible window of opportunity to make the switch.

When the powers were transferred from Zordon to Tommy, they also bonded the white power coin to the White Tiger and modified the suit design accordingly. Titanus is sufficiently autonomous to function without the aid of a ranger, but their ability to summon Titanus was hampered in the transfer process. Eventually, possibly with the help of Ninjor, they were able to call Titanus forth at will once again.
