That's actually not that far off from the truth. xD
Though tbh, the cowboy ninja was more of a "why not" since cowboys vs ninjas was a possible meme argument after pirates vs ninjas. So it was kind of a "cowboys vs ninjas? NAH! Cowboy ninja!"
Many of the nin various mecha were also throwbacks to Kaku's individual battle robots too. It was a mixed homage which is also why they did the cameo of one of their classic ninja tokus too.
A lot of sentai was influenced by pop-culture that way. Magiranger exists pretty much because of Harry Potter. Same as how Kamen Rider Wizard and Kiva existed because of Wizards of Waverly Place. Same as how Den-O exists because of Densha Otoko and popularity of time travel and trains. All the way to modern day where Lupin exists because of Lupin the anime's longevity and the abundance of heist movies that were coming out for a bit.
