I can only speak for America, but I would say the answer is a definitive "sometimes." There have definitely been some shows that have ratcheted up the silliness and cheese factor - I'm thinking here especially of Masked Rider and Ultraman Tiga. But there have also been shows like Time Force that kept the main plot mostly the same or RPM, where the show actually got much more morally complex and serious than its source material.
