It's a bit of both IMO. Kuuga is definitely a show that's not gonna jive with everyone, and the old subs definitely made certain details hard to follow. Even though "Deconstruction" is a phrase that Fish doesn't really like, Kuuga does do alot of it(as well as a fair amount of Reconstruction). And those types of stories definitely won't jive with alot of people; Especially those who eat the traditional methods of the genre right up and outright expect them to be fulfilled. The super easy example being Evangelion; There are just as many people who hate it as those who love it.
Been slowly rewatching via the Shout Factory subs, and yeah, Fish wasn't exaggerating; It's a HUGE improvement. It's definitely better a second time around if only due to the improved script alone.

And now he's grown up and it's made him so happy, he went out of his way to make a store specifically to sell Toku items to people outside of Japan who want them but have trouble getting them.
