The moment they release an official streaming service is when we see three or even four parters to keep people subscribed to the service, with cliffhangers on top of cliffhangers. I don't even think I need to mention Amazonz season 2, do I? Imagine that every season.
There is no indisputable evidence that the existence of a streaming service affects a show unless that show is tied to the streaming service like the aforementioned Amazons, and even then that's dodgy. Wizard has less to do with existence of a "streaming service" and more to do with its production.

That isn't fair to anyone and would drive away tons of the community here
There is. It's called TokuSHOUTsu. And it is only available to certain regions for whatever reasons. It's weird that Toei is pretty half-hearted in reaching out, even though Shira-P I believe has expressed in wanting a wider reach. I suppose that's what Fuuto Tantei, Shin Rider, and Black Sun is for.

I'm sorry for the situation you're in, but you're not
really
forced to pay for anything. You were handed a solution to torrent it, but you were against downloading a video and attaching a sub file on it even though it's a pretty simple task minus the internet part. Thing is, it's all we got and fansubbers can't just host their own thing out of their money, especially when some of them don't even have the entire time of the world to do it.

Always liked the idea of decentralized market, but it's not within reach as of now, sadly.

I can cancel the subscription, sure; but unless they allow downloading of shows, then I am stuck with being overcharged for a very small amount of content. That just doesn't sit right with me
Seems this is more of a "you" problem now. Hypothetically, if there was a Toei streaming service you'd be allowed a variety of content such as the previous Kamen Rider/Sentai/Precure shows and movies around and other things that Toei themselves would bulk up a streaming service with. They can't make a streaming service with only a handful shows, after all. "Future quality" is honestly up to the viewer's basis since opinion differs. Toei's not assuring you of anything besides "Hey, here's the new show I hope you enjoy it, it's moral lessons and buy the toys."
You're not being forced with anything, you can cancel anytime you want, you can not pay for what you don't want to pay.
Toei owes no one except their own target audience anything. There may be a sizeable non-JP audience, but the success and sales of their shows are entirely dependent on the japanese market with other parts of Asia being secondary.
