They contacted the company that made it and bought the distro license. Same as any other company would have to for a series.
Because of VR troopers. That's why it was chosen. It was the cheaper one out of the selection used for VR Troopers, and has the strongest following. Metalder is pricey and doesn't have as strong of an abroad following. Relatively the same reasons the Fansubbers chose it too. Outside of the distro cost.
Business is business and there's an open market for other stuff besides sentai. Which Shout and the Garo releases revealed.
No, they won't be fighting over Kamen Rider releases. That's been mostly locked up by Amazon now.
Won't cement the success as yet, but it's a stepping stone in that direction. Until major networks actively consider airing it or gain footing from new productions of material into a hit series, it won't make major strides in the west again. But we are on that path as Science Fiction becomes more dominant in the mainstream. (IFC may or may not be looking into something because of the subbed material now being available to use. USA, TNT, and SYFY are considering things too since their network history has aspects of it. Juspion was also on a shortlist for a new 'americanized' adaptation using cues from the VR TRoopers casting. But nothing official has come out of those as yet. Having 'plans' or 'in talks' doesn't always mean comes to fruition. And that's been up for discussion for over 5 years now. So who knows if anything will come out of it.)
Fansubbers vary. Some do great work and have more back channels to various companies than many realize. Other fansubs are a by accuracy basis. Some aren't as accurate as you might think, though in many areas official aren't either. Accuracy is something a lot suffer from. Much of that has to do with editors though too. Word choice, and cutting full said words out is definitely jarring too. Both suffer from that. Like injecting curse words into works where the curse word was never said definitely gets old real quick. This instance, theirs were checked and it was the cheaper method to get that work than it was to have it done again by someone on a payroll. Going forward this will likely vary depending on costs. But when a fansubber does good work, it always is a good idea to commend and celebrate that and make their dedication feel appreciated. Especially if that dedication led to accurate non-adlibbed material that maintains creator intent.
There's a story about the backchannels to bigger releases that's kind of sadly ironic funny. One fansub group had power mad members that didn't do any work but they bullied the stealth backchannel that was looking into the group's releases as official work. Some of their other members are still on a list of potentials though. But that harassment incident by those egotistical members still lingers as a black mark on that group. Which is a shame, they were one of the original ones being groomed for stuff like this until those incidents. It was decided they were too risky and could cause bad press.
The ones chosen for this release were also stealth groomed for it. And since they were decent people and dedicated fans, were given a greenlight for official talks as they weren't a marketing risk but could be a marketing gain. Goes to show, be careful how you treat people. You may never know who you're talking to online.
*edit* Not TV-Nihon. While they would be a marketing mess. They were actually talked to about this once, and declined it while also being made aware of the possible marketing issues it'd entail. Some of their work may still get used in the future though. But for marketing, the common thought is to avoid drama prone areas. And they do have a few egotistical areas/members that are an issue(three in particular that keep them on the "not yet" list). But some side shows if there is a market for them, are being looked into. Keitai, Akihabara@deep, Shibuya, Tr1ck, and that new detective show about competing against the computer for example.

Or simply hire a better translator or editor. Or whichever is the issue in the subs not being as accurate as they should be. Fansubs vary in accuracy, and some really stray from what's actually said. But it's not common for people to notice because they don't speak the language unless it's got English in it.
Makes you wonder what happens to the translations when even the spoken English doesn't match the lines being said.
