That's a great comparison. There was nothing particularly groundbreaking about the initial reveals of Build. That show, when it was being announced, didn't appear to be taking
any
risks. I remember a lot of people complaining that it looked like a retread of W and OOO. And before it premiered, I agreed, it seemed like Toei was playing things super safe.
But as the show actually unfolded, we saw that the creators
weren't
interested in playing things safe; they just saved the risks they were going to take for the story they wanted to tell and the characters they wanted to develop. Build ended up being one of the freshest, boldest, and most original Kamen Rider series I've seen -- despite, conceptually, seeming extremely safe at the outset. (I'd even suggest that it's
because
the concepts and gimmicks were safe that Build was able to get away with taking its biggest narrative risks.)
Because of the writer Toei has chosen to spearhead it, I fully expect the same to happen with Ryusoulger. The concepts may be safe and the set-up may be well-worn, but that doesn't mean the the show will necessarily be a copy of anything we've seen in the past. The familiarity of the premise will probably allow the writers to experiment and take risks with the things that actually matter: the story and the characters.
So, yeah, I'm super optimistic.
