In terms of action figures, I assume it'll follow the pattern of previous Rider series.
Four of the LVUR figures have been solicited: Ex-Aid, Brave, Snipe, and Genmu. This is the retail toy line, the gimmick of which appears to be that if you own LVUR01 (Ex-Aid), you can change them into their Level 1 forms. These look to be about 2800-3500 yen or so.
There's also the Rider Hero series, which is less expensive, less, articulated, and doesn't have the same gimmick. I think these are the sofubi vinyl figures.
Less Bandai radically changes their business practices, sometime in the next several months, a S.H. Figuarts version of Ex-Aid should be solicited. This will be more expensive, releases will probably be fewer and further between, and they'll be awesome Figuarts quality.
If you're going the route of Figures, you may want to decide on just one of the action figure lines. Since this is a multi-rider show, it could get pricey.
We know about the DX Gamer Driver and the individual Gashats, of course. I haven't yet seen release information about the Gamers, which I expect to interact with the LVUR toy line.
There are several retailers who're taking preorders on the figures. You're already familiar with CSToys Japan. HobbyLinkJapan and AmiAmi offer additional options. I think AmiAmi stopped taking preorders on LVUR, but it wouldn't surprise me if they were to open up additional preorders later. Some people tend to wait for stuff to pop up on Mandarake, which I think is second-hand. Other people here can provide you with other possibilities.
You may also want to wait until you've seen a few episodes, and seen some reviews of the available toys, to have a better idea of how much you want to invest in this show. I suspect many people can share cautionary tales of stuff they wish they hadn't preordered.
