Pretty much. They'll get back on track and bring the license back to its original MMPR days glory and sales dominance. But plans like that take time.

Hasbro picked it as of purchasing the toy rights. Then it got green lit under Saban. (Beast Morphers was one they had in the works but Bandai of America declined it. Saban used it as a way to push for Hasbro to buy the toy rights. Which then developed into Hasbro full on buying the franchise as a whole. Though it's a little more convoluted than that.)
But during the transition to under Hasbro, a lot of Saban people came with the acquisition to help in the transition. So they'll still be handling Power Rangers for Beast Morphers and for likely the series after.
With then whatever comes after that, being where any real shake up may happen. So while the Saban carryovers will have more freedom now, and less limitations because of the new bosses, any massive changes other than that won't really be felt for at least 2 more series.
It'll gradually do an upswing though as the limitations Saban used as opposed to Hasbro will make some differences. So beast morphers should be good, but the one after will be better, and then the one after that we'll feel the full impact of the Hasbro acquisition.
That being said, this anniversary episode is essentially an episode of Ninja Steel. Though they could have done it as an hour two parter aired on one night, they had to keep to confines of Ninja Steel itself as it is their show and will be included on that series sets for digital and home media.
