Yes, it would seem like fun, but after a certain point, battles with your level 100 mons vs. their lv 20 mons would just seem tedious and busy work (Remember, in GS/HGSS, only the Gym Leaders got the level boost. The normal trainers still fought with their lv. 5 Pidgeys and etc in Kanto). And there would be no challenge. Unless the game forces you to pull an Ash, there would be nothing fun.
I'm not saying to make it easy to get to max level.I'm saying to pull what the one version did.(I forget which one,but you'll know the one I'm talking about.)The version of it had you beating the elite for at I believe about 45-50,then when you went back to the older region the first trainers you ran into had pokemon around 52-54.I personally wont care about leveling as long as they make the story good.I think it would be awesome if they started a game where an evil orginization tried to take over the world,but you ended it(like at the end of black and white),but after you did you learned from the professor that there are different branches of it in different regions.(I mean it would work being the simple fact they were trying for "world" domination,not "region" domination.)That way the game developers could set a story for each region.
