Well, some other KR series did put an effort to protect the Riders in henshin sequence. Like Kabuto, Kiva, Drive, or Ghost having intelligent and autonomous henshin devices that can fly out and smack away an incoming enemy. Or Gaim with the armor being able to be used as battering ram, or attacking enemies for Kiwami. Or the human user being one with the henshin device like Kuuga or Agito.

Jeanne did take it into a next level, but typically most fighters would be turned into one-man/woman armies when pitted against mooks/fodders like Giff Junior, which does have a purpose of being something for fighters to mow down in large numbers.
