No. But it does put Hasbro and Toei on friendly terms even more now. So in theory they could work out something about that later if it's profitable, and pending any other domestic rights issues and work arounds to that like dropping the "Kamen Rider" label before certain series, and using a PR moniker stand-in for anything they feel may combine well to their Ranger license. Like say how Drive could tie into Ninja Steel because of the movie footage. But that would depend on cost effectiveness to sales growth if it'd be warranted for the extra purchase because it can be marketed, and how it could be marketed.
But currently there are no plans about that. This only pertains to the rights Neo-Saban/Saban Brands held. Which this time around does not include Masked Rider(Black RX), Gridman, VR Troopers, or Beetleborgs. Those are still in limbo/no clue who currently owns them.
It also depends on what the current Toei/Amazon plans are, and how that may grow depending on how much audience it can bring in to the amazon platforms to feel warranted or additionally marketed.

Cause Hasbro makes good toys, good shows, and has retail presence whereas no-name or low name companies don't. Not every "big corporate purchase" is a bad thing or means a monopoly with no competition/increased prices.
Like the freedom Marvel gained because of the Disney purchase that let them not be stuck within other studios that could have led to a mess or limiting their freedom by how those studios could interfere. Things like Black Panther, Cloak and Dagger, and the Netflix series wouldn't have been the same otherwise or even happened at all.
Hasbro buying PR, and having such friendly relations with Paramount and Lionsgate is very beneficial to the brand as a whole. As is their closeness to Marvel/Disney. So because of this, we could see some interesting material and stronger investments happen. Better toys, and also having wider outlets, and also wider rights to intermingle them with like Rom, Micronauts, or Visionaries. Hasbro also currently has more in-house development outlets for entertainment licenses too, and is broadening their reach with video game companies. All extremely promising things for PR to have access to long term as it means wider inclusion in material and more diverse material to be made.
