The reason for this is that Sony won't let you buy the upgraded edition of a game as you already have the game in your account.
I tested this with one game which was how I found this out.
Buy PS 4 games on that system and same separate for the PS 5.
The second thing happened with Metal Gear Solid collection.
What happened in this case was I got the game on PS 3 as a bundle disk but the PS 3 had to update and I would rather not want to risk my PS 3.

Metal Gear Solid 2 And 3 are PS 2 games.
So in this case buy the games for the system they were first released on. This is a software issue.
This is why I have PS 2 game disks mainly.
Even if new Gen systems reissue the game the game might not be compatible with the current Play Station.
It?s essential to maintain separate accounts for PS4 and PS5 due to Sony?s policy on game upgrades. If you own a game on one account, Sony prevents purchasing its upgraded version. I discovered this when I couldn?t upgrade a game I had on PS4. Therefore, buy PS4 games on a PS4 account and PS5 games on a PS5 account.
Additionally, backward compatibility can be tricky. For instance, the Metal Gear Solid collection on PS3 required an update, risking the console?s functionality. Since Metal Gear Solid 2 and 3 are originally PS2 games, it?s best to purchase games for their initial release system to avoid compatibility issues. This strategy also applies to reissued games on newer consoles, which may not be compatible with current PlayStation systems. Hence, I prefer owning physical PS2 game disks.
