I think it might be more he doesn't know how to use it. Whereas Geiz has had a long time to see it in action. So it could become one of those things where it's time travel cyclical, he learns how to use the ghosts in it by Geiz, who learned it from Oma who originally learned it from Geiz. So they needed Geiz to steal the watches to show his younger self.
I don't think Woz or Oma are concerned by it, because they know the timeline as it was and where Geiz originally ended. But now that's changed. Though it was interesting to see how the watches can be drained of their rider essence. Or in this case, exorcised of the rider spirit. xD Tsukasa is a world destroyer though.
Though another thing I found interesting here. Because of Tsukasa's belt, I wonder if he can beat Another Riders with the same rider power and it'd count to break the watch and drain it. Seems like it.
Though was also interesting to see how the Time Jackers have more mastery of various rider era power too, and fully know how to channel it more than the various another riders. Which makes sense how Kuroto would too in regards of ambition. So that doesn't seem so much as 'random power up' but more towards how other another riders never realized they could do that.
Which Geiz with the ghost watch shows that potentially 'armor watches' might be able to do more too. The Ghost spirits seems rather like an equal point of what another watches do with pulling monsters from a series. So maybe Ride Watches can pull more from the respective rider series than they realize yet. Like how the Heisaber highlights this too in being able to pull more out of decade's power to use all riders.
