What if toei had to make a new partnership with Marvel to save the metal hero franchise in the 90's ?

I doubt it would have happened. Marvel was far more interested in promoting their own properties at the time and Toei had no idea what to do with Metal Heroes by the end of the 90s. Part of why Kamen Rider replaced it was because it has a more consistent and stable concept. With Metal Heroes, Toei was constantly throwing random stuff at the wall to see if anything would stick.

It's a shame, Marvel could had saved the franchise like did with Sentai.

You realize, though, that if Metal Heroes had stuck around we may not have gotten the Heisei era of Kamen Rider.
