I went with Birth and Ixa.

Birth is a real powerhouse of a Rider. He's got a huge arsenal and, assuming he has the Cell Medals to power it, he can unleash a whole lot of it at once. Hell, he can even whip up a giant scorpion mech with enough medals. And with Brotou in the suit we have a highly skilled and capable user who can bring out the gear's full potential.

I was going to go with delta for second, seeing as how it was always touted as the most powerful of the three Rider Gear in Faiz (it's only real downside being the limited amount of accessories compared to Kaixa and Faiz). Then I read that it was Mihara in the suit. Yeah... he's screwed. Mihara was a terrible user and is probably best remembered... actually, no. Nobody remembers Mihara.

So with Delta out I'm going with Ixa for second. He's got some good weapons, he's got Rising form, and he will fly into a berserker rage if you wave around some buttons.

TheBee... well, thanks for showing up. You look nice, but you're easily the weakest Rider on Kabuto.

Going by series finales, Birth and IXA. Both Gotou and Nago had a ton of determination when it actually came to being a rider. Even then, Date and Otoya would be just fine at handling the others.
I'm not too sure about Delta, but what I've seen of Rider Gear weaponry isn't so impressive.
And I originally laughed my guts out thinking Yaguruma or Kageyama would be fighting, but Masato is actually somewhat formidable. Still, I can't imagine him not pouting and throwing off the armor to become a Worm about five seconds into the fight.

I'm giving it to Ixa. Birth's tools are just that. Tools. That, and his reliance on Cell medals (Note: Satonaka wasn't mentioned, so he has no cover to get more, and it's Gotou, so he doesn't have the barrel of Cell medals, just the backpack) in addition to not fighting Greed or Yummies meaning he probably won't have as many Cell medals as he may need.

I just think Ixa can take down Birth.

EDIT: Derp. I just realized it's top 2. Guess Ixa and Birth get my vote.

Drake? At lest TheBee looked awesome and Kagami got a little action in the suit. Drake was painfully bad.

My vote goes to IXA. I feel IXA has captured the spirit of this battle title more than TheBee and Birth(never seen Faiz so I can't comment on Delta) .

My vote goes to IXA, I liked the half the users, and I just think it is possibly one of the most powerful on this list, although Nago could maybe go head to head with Gotou.

I can't vote for TheBee. Not after the episode Kageyama was a creepy child-stalker. I don't care if Masato is in the suit, I have been scarred.

Birth is cool, but he really doesn't stand out. He may have adaptability, but he has to have Cell Medals.

Mihara... well, he has a gun. And one of the largest and most ludicrous bikes in Kamen Rider history ever.

IXA. IXA, IXA, IXA. If there was one more column on the periodic table, you'd be forever engraved on periodic tables everywhere that utilized Roman Numerals. Anyways, he's 753. Of course he has to be Number 1 (...what?)

Birth is freaking awesome. Since I know nothing about the other 3, I picked Delta as my second choice because I really like the design.
