I'm pretty sure he can. He shares the same belt as most of the other Kabuto Riders (save for Kabuto and Gatack,) and they all could Clock Up. Besides, it'd be an illogical design choice on ZECT's part, considering the fact the Rider Systems were developed to fight Worms and their ability to Clock Up.

And I can see that. If nothing else, Gentaro has a lot more zoning options than Amazon and could probably stay out of melee long enough to take him down. I still think Amazon holds the advantage, but at least this time I can totally see where the other side is coming from (unlike Ryuki beating Agito).

I honestly don't remember whether or not the Hoppers could Clock Up. It is worth pointing out, though, that the Hopper Zecters were noticeably different than the others. They were the only two Zecters that were essentially twins and they didn't give their Riders a Masked Form. I can see them not having a Clock Up option either.

Kabuto was one of the series (pretty much Hibiki-onward) that I watched every episode of. Kick Hopper and Punch Hopper never Clocked Up to my recollection.
