I feel like if it's made and produce in Japan, it should be Toku. Same goes with something like Anime (I know anime are cartoons too. People consider something anime if it's produced in Japan. That's why The Boondocks and Avatar: The Last Airbender is not consider to be anime by most people).

Like you say correctly say this is just another variant of the "is anime only animation from Japan, or all animation" argument. It's the name of a medium that's evolved to mean only a certain section of its original intention to Westerners.

Pacific Rim sure fits the Tokusatsu label to me:
After all it's live action Giant Robos beating the crap outta Kaiju. |

Just looked up if the channel is available in my area. Unless I get AT&T U-Verse (ugh, no!), then nope.

Pacific Rim is Kaiju, not Toku.
I know Toku means special effects, but when we talk of Toku, we are specifically speaking of things like Sentai, Kamen Rider, Ultraman, Gransazer, Spectreman, Kikaider, Garo, etc. |

And even disregarding that Pacific Rim has more in common with Sentai or Ultraman then Kaiju films like Godzilla as it's human controlled Giant Robots fighting giant monsters. |

No, Pacific Rim is toku. Godzilla is toku. Gamera is toku.
"Kaiju" is a genre in the same way "henshin hero" is.

Can we just accept that when most people say "Toku," they're saying it in specific reference to kaiju, henshin heroes, and the like?
Everything except for Soap Operas are Toku these days. Scrubs is tokusatsu. Fucking iCarly is Toku. Toku isn't a genre.

Godzilla is just much Toku as those. Godzilla in 1954 help create Japanese special effects that we know today.

Toku technically already is mainstream, I mean, hell, all of the Marvel movies would be considered toku.
Now, if we're referring to henshin heroes, yeah, I'd like to see it gain more mainstream popularity. I think the vast majority of these shows are legitimately worth watching and have a lot of themes that both kids and adults can appreciate it, so long as people don't just take one quick look at the suit design and assume everything is going to be like Mighty Morphin' Power Rangers.
