I feel like that would've been problematic for a kids show. Like, mad doctors are fine as villain because that gives the writers an excuse to play around with the misuse of science and a way to give villains power ups or origin stories, not to mention that the mad scientist/doctor is already a stock character engrained into pop culture, but a villain focusing on dental hygiene might not be as well recieved in a country where dental hygiene is a deeply-ingrained social norm to the point where they actually teach it in elementary school (search up 'hamigaki').

On a show aimed for older audiences? Probably acceptable. For a kids show? Prepare to feel the wrath of the parent groups.

On a funnier note, there were actually memes going around for Dentman to make a cameo in Gavv's movie back when Gavv was first announced. The memes further escalated when Dentman expressed humurous dissapproval at Gavv's candy theme.

Plus, fear of dentists is definitely outdated. These days, dental treatment isn't painful, just uncomfortable and expensive.
