I will say, Kabuto is probably a much easier Rider show to do a sequel to without the lead character than most? I think everyone including me would definitely prefer to have Tendou just actually be there, but the whole nature of his character and some of the themes of the series means there probably is an artistically satisfying way to have him be felt throughout as a sort of divine presence hanging over the world even when us mere mortals can't see him.
Plus -- and I know this will fill people with the exact of opposite of confidence but I'll say it anyway -- Yonemura has kind of made it his signature move to write scripts to Rider movies with uncertain grab-bag casts of returning actors, so he's definitely accustomed to having to be flexible on that front anyway. (Or heck, even just within Kabuto itself, he had to deal with suddenly not being able to use Hiyori partway through, so even there, there's already precedent?) At any rate, I'm personally really excited to see Ishida directing a Rider thing again. I still do worry in the back of my head about the sheer amount of Content that Toei wants to pump out using Rider, but when these 20th anniversary things make it a point to bring back all the main staff like this, it lends the whole thing a much greater level of authenticity that makes it easier to swallow. I'm not like, super-hyped exactly, but I have a feeling I'll be pleasantly surprised by this once it comes out specifically because I don't even know what to expect from it.

Makes me wonder what would happen to bring Daisuke out of retirement, since he hates fighting. Could Yuriko be in danger?

Fortunately, Sougo has overwritten that timeline. Makes no sense for Waga Tomo Ka-GA-mi to become Kabuto when as Gatack he has already claimed the title of Strongest Rider. And cheese. What an orexigenic anniversary celebration this has been.
