Agito largely defined the franchise's development, laying the foundation for complex character relationships, ambiguous motives, and a convoluted overarching plot. While it was clumsy in some areas, overdone in others, the overall result is satisfying. Plus, it's Inoue's show, meaning it has its own fan base. And the design is cool.

I recommend giving it a watch. Like Mesnick said, overall result is satisfying. Some of the stuff we take for granted these days were done here first, especially the multiple riders with their own agenda and goals part. The mystery sci-fi element, for a lack of better words, I think makes it fun as well.

The official explanation is that Agito has the highest viewership numbers of the Heisei era. Of course, behind the scenes there are several other factors: namely actor availability, actor popularity, and production crew availability. Headwriter of the original Agito series is still regularly working and as such can provide a new story. The vast majority of actors are available and particularly Hikawa's actor, Jun Kaname, has become a very prominent actor.

Obviously something like a Kuuga or Den-O movie would be much more popular. But their stars are much more difficult to get a hold off. Depending on how well this does, it could pave the way for those movies to happen at some point.
