I assumed Todoroki was returning to Zi-O. On the other hand, the actor who played Ibuki appeared in Ryusolger and is still quite active, so yes, the likelihood of him appearing is very high. In fact, given how much time has passed, it would be possible to focus the movie on Takeshi's new heir, as well as his experiences and problems associated with this role. This wouldn't restore the atmosphere of the original, but it would help further explore the organization and lore that the show was criticized for ignoring.
