I will give you that the Johto starters are lacking in movesets, but I still love the Cyndaquil line and Totodile, like Squirtle, has a good first and final evo. This is definitely a case where Mega Evos can breathe life into an unused Pokémon, like Mawile or Kangaskhan. I can't defend Chikorita, since its mega exists in the fom of Tropius.

Meganium has kinda been growing on me over the years. I initially had no interest in it and saw it as a dull grass type, but I think it's kinda cute, now~

Meganium is the weakest of the Johto trio, easily. Its range of attacks is so extremely limited.

The getting a starter from another region thing was actually started in Emerald though it only happened when the national dex was completed, so it could be you get a Johto starter after the Hoenn dex is completed *albeit it's easier to do so now cause of the GTS, friend list, & the Pokemon Bank & Poketransfer add-ons if those 2 can be used with OR & AS*.

But the Johto starter thing only started in Emerald, I don't think that the completing a dex to get a starter from another region was ever implemented into any of the pokemon games that came after the Hoenn region ones *I mean you get a Kanto starter in X & Y but you don't need Kalos dex completion for it*.
