I didn't say it was, but people using Sandslash will no doubt be using Hail to abuse Slush Rush.

Not right now. Hardly anyone is using Sand without T-Tar and Hippowdon. Gigalith is much worse than the two of them. Normal Sandslash isn't even legal right now, so of course no one is using it...

They're at least giving Hail teams more options and goodies. Not necessarily enough to be top tier shit, but better than they used to be. New Hail setters, a Sand Rush equivalent and some new dual type combos is a pretty decent shot in the arm. I mean, Sand Rush on Excadrill was enough to make Sand top-tier shit back in Gen 5 after being utter mediocrity before. Of course, Hail is a little less than mediocre, so there's that to consider...

Well, the reason why Hail won't really get it's time to shine are 2 main reasons:
It doesn't have a significant secondary effect/use. Sunlight and rain half the damage of their opposite attacks and gives benefits to grass and electric, respectively, while Sandstorm gives a nice SpD buff to rock/steel/ground, as well as damaging each turn. Hail just kind of deals damage. 100% accurate Blizzard is nice, but it's just not a big enough bonus. The other problem is that Ice type sucks. Regardless of what type you are, if you're half Ice, you will always gain more weaknesses than resistances because Ice, in a move of brilliance, only resists Ice and is weak to 3 common types and one type that is gaining a little more traction because of Fairies... I think they need to either give Hail the SpD (Or Def) boost Sandstorm gives to Rock/Steel/Ground, or just buff Ice to give it a couple more resistances so it's a more beneficial type to have.

Misty Terrain also sucks, especially for poor Fini, it means Fini can't run Scald or status moves and the other effect, halving Dragon moves' damage, doesn't do diddly squat for Fini
