Seems like maybe Bandai don't actually have the production capacity to make 6 Seihou announcements in one month to get to 100, so they're having to cheat.
Bizarre that they'd lead with this one, even so. |

I don't think it's cheating considering there are some Seihous that released that people have been begging for reissues due to aftermarket spikes. Hyper Kabuto, Eternal, Ultimate Kuuga, N. Daguva for just some examples.
If you're gonna celebrate an anniversary, reissuing previous sought-after releases like they did with SHF last year should be a part of that. The fact that Hyper Kabuto's reissue seems to be Tamashii Club-only is the only real head-scratching part considering how specific an audience it's available to.

That's the part I'm mainly referring to. Reissues absolutely make sense, and Hyper Kabuto is one of the best candidates for it, but not if it isn't even available to the public. Plus it being the first item on their countdown makes me suspicious.

Not to mention there are recent new Seihous that would make plenty of sense to announce for this, like the remaining showas and Kaixa. Starting with a reissue doesn't automatically mean that's all it is.
