Maybe they are looking at it as filler due to the BBQ scene. Like technically nothing huge happened and it was more setup. Me I like episodes like that as it gives a break to the audience before some crazy huge things go down.

because anime adaptations have caused people to think quiet moments are filler despite the plot being pushed forward and major events either happening or being set up

I think what perfectly describes this episode is it clearly being a "Calm before the storm" styled episode.
It's clearly set up so that the heroes at least have one last moment together before shit hits the fan, and it works as a breather in the first half compared to Ex-Aid who kept pumping out the high stakes constantly with no room for a break. |

The Christmas episode of Ex-Aid is probably one of my favorites because of what happens at the very end.
I got several people into Kamen Rider by convincing them to marathon Ex-Aid with me from episode 1 to the Christmas episode. Screams happened. |
