It was just a good bit of humor that the one time she gives up some interesting info to us, the viewers, the other characters would deflate her moment with a clear "Yeah, yeah, we know that - moving on!". That's just keeping her in the "useless character" status quo, not mocking the viewer for not figuring it out; as you said - there's really no way we could have. This isn't a Marvel comic (ba dumbum-tsshhh).

This was explained pretty well in the episode, as well as the earlier episodes. It also shows how much of an effective villain Genm is. He didn't twindle his thumbs on whether to kill Lazer, or send someone else less qualified to do it. He did it fast and he did it himself. It shows he's a huge threat.

I just think at this point, Kiriya has a lot of things about his chracter that can be developed and if they were developed, his death would not only have a lot more impact to not just us the viewers, but to the characters as well. Cause like I said, the only one that seemed to be affected by his death emotionally is Emu. Imagine if the other characters had formed attachments to Kiriya.

Taiga and Hiiro are both emotionally detached assholes, too, so it makes sense that neither would respond very actively.

I mean come on, you're just gonna stick it in your Driver right away? How else was that going to end?

One of the things that makes Poppy work as comic relief for me is that her more bizarre behavior isn't just taken for granted - most of the other characters are willing to call her out when she's being silly instead of just rolling with it or playing along. It makes her far more tolerable than your Shunpeis or your Onaris (as does the fact that she can turn the wackiness off and be serious when she has to).
Onari did not have that in Ghost, but here, Poppy is okay because the other characters at least acknowledge her bizarre behavior. I felt the same way about Akiko in W. She's an annoying character, but what makes her funny is the fact that Shotaro and gang actually acknowledge how annoying she is.

If I may play devil's advocate here (as someone who likes Onari and is fine with Poppy), I believe the standard rebuttal here would be "just because the characters in the show think she's annoying too doesn't change the fact that she's annoying".
