Or they'll just go the KyuRyuger route and vaporize all the larger baddies in one massive shot before getting to the real villain. Madame Gauche. Or so I can hope.

Warning, I'm about to go on a massive rant here:
Haven't actually seen this episode yet because there was no download video link on Over-Time but going what's been said here and on Youtube... oh dear, are they really so content to not develop their characters for the sole reason that you should be able to jump into any episode at any time and still have an idea as to what is going on? Because that is what I feel like is going on here, kind of like how an episode of the Simpsons always ends with the events of the episode being reversed and everything going back to like it was or any show with the TV Trope of StatusQuoIsGod. I get why shows do this, to allow anyone to jump into the show at any time but do we REALLY need to do this with a series that lasts an entire year? I get the feeling that the viewing figures and toy sales have thrown the development of this series WAY off track. The Lupinrangers are more popular but that's mainly because they were WRITTEN to be more popular, the writers went out of their way to make the Patrangers dull and boring because "Japan doesn't like police" or something. Oh and because they cast a popular idol as LupinYellow. The consequence is that the Lupinranger toys sell far more than the Patrangers so Bandai decides to go all in and give absolutely everything to the Lupinrangers including stuff that was originally planned for the Patrangers and screw up their own pre-programmed sounds in their own initial toy. What a shame, this show could have been something really good... but they screwed it all up by focusing heavily on one team over the other and retconning itself in an attempt to appeal to the audience and make the more popular team likeable, but by doing so have completely contradicted intended plot points which was supposed to happen. Combined with the show being VERY afraid of any kind of character development whatsoever but still having intended points that are supposed to happen and this is how NOT to write a series.

The toyline being shifted in the Lupin's favour has been apparent and is definitely frustrating and impossible to ignore. But I can't agree with a lot of what else you said here. I just think it isn't applicable and hasn't ever been.
The strongest point of the show from the beginming has been it's characters, and even if key plot episodes are stretched somewhat far apart, just about everyone has had moments to shine. Heck, the continuing development betweem Kairi and Keichiro in particular has been the focus for a long while. Honestly this show is starting to lose me a little cause there's 10 episodes left. And we're STILL getting filler. I'm starting to think there's a problem with the writing team because there's loose ends and plotpoints that REALLY should have been settled earlier. There's not a problem with filler episodes in these shows unlike anime adapted from manga because the filler can be used to show more of the characters interacting with eachother and developing them without needing high stakes. But there's nothing we haven't seen before here, it's still the Lupins doing stuff while the pats barely get to even appear. This show was so promising early on too, where's the filler episode of Sakuya interacting with Kairi to show their relationship? Or Tsukasa and Touma? Those two never really interacted. Or Keichiro with Touma? We can get relationships built up but we aren't getting as much as we should
On a side note, Super Lupin Red is a pretty cool upgrade

The most pathetic boss in sentai. At least Genie did more and was playing with his underlings, but they got to give a last minute twist at the end for him to say. Probably the same with the mafia boss, who I don't even remember his name will probably give a arsene lupin or some ass pull one liner twist in the finale if the head writer is trying to pull this stunt a second time in a row in his writing career,
