Because Kamen Rider Gaim is 15. And this show pay lot and LOT of homage to old Heisei Rider.
Kouta Kazuraba's personality is similar to Yusuke Godai and Shinji Kido because all of them are happy-go-lucky and very friendly but not smart Kaito Kumon's personality is similar to Ren Akiyama because both of them dislike the main rider Mitsuzane Kureshima's personality is similar to Masato Kusaka because both of them start out as friend to main rider but become hate them because the woman they love. Takatora Kureshima's personality is similar to Takeshi Asakura as both of them follow the rule. Overlord is homage of El Lord from Agito Yggdrasil is homage to Smart Brain. Inves are very similar to Worm from Kabuto. |

They had Gaim join the two crossover episodes of Wizard and we had the big Heisei battle in the Wizard X Gaim movie. Gaim is view as a anniversary season much like Super-1 (I remember he was view as a anniversary rider for the 10th anniversary), Agito, Kabuto, Decade, and Fourze were.
Banon is not the only rider similar to Knight from Ryuki. Meteor was similar to Knight given how they both become a Kamen Rider in order to save a love one in the Hospital, both dislike the main rider and became friends with the main rider later on. |

Not a big A anniversary, no. There are some tributes, especially with the Showa vs. Heisei movie, but Toei isn't flying the big anniversary flag like it did with Decade, OOO, Gokaiger, or Boukenger. A lot of the stuff you're pointing out is just a side effect of Gaim being very heavily influenced by early Heisei era shows.

Sort of? Its not an all out "Our Rider can become other Riders" sort of anniversary but it does have influence from the other series.

It's just a case of being inspired from the older Heisei shows and not being an anniversary.

Literally this is NOT an anniversary series. In no way shape or form was it billed as such. It's the 41st/42nd-ish year for riders, he's just the 15th Heisei rider, there happens to be a movie with some Legend Rider Arms in it and a crossover with other riders in movie form. That does not make this an anniversary. If that were the case then Go-Busters must be an anniversary for sentai because of SHT, which it isn't.

The Heisei/Show movie was an anniversary-esque movie, but the series (as Den-O points out) is not intended to be an anniversary. Gaim re-uses many tropes from previous shows, but you can make character correlations all day long to any show, Heisei or Showa, and they'll fit.
