That can't be true - Kamen Riders are the heroes who are enhanced by their modifications. What is there to be offended by? I could see some in America whining as we tend to bellyache over freaking everything but, Japan? Naaah.

That...is really not how the series generally approached these things. The modifications were always treated as signifying a loss of humanity. It signified a transformation into something unnatural and monstrous that prevented them from ever living normal lives again. It was really never a "yay, i'm a cyborg now!" kind of deal (except maybe for Skyrider, who didn't give a shit, and Super-1, who chose the operation himself for a good purpose, but it is generally true for the original riders).

In that case it's not that cyborgs are a bad idea, but rather that the message around it needs to be changed for the sake of the modern era. In this case, I can imagine the show having a subtle "Hey disabled people! You're still people" message or something

Which is all the more reason I want another cyborg Rider. It's super easy! Just have the premise be that, in response to whatever monsters start wrecking up Japan that week, the protagonist chooses to undergo some kind of dangerous, experimental surgery to become the only thing capable of fighting back.
That way the tone can be optimistic, and if you want, you can still squeeze existential drama out of the situation by having a running subplot about the public at large finding them to be some kind of freak, only to of course come around in the end. But now I'm just pitching fan-fiction. The point is I'd love for them to do a nice, back to basics Showa throwback after the madness of Ex-Aid.

Here are some rumors I've heard about additional riders and equipment.
Riders: Kamen Rider Build (Construction?) Kamen Rider Pain (Painting?) Kamen Rider Roots (Gardening?) Henshin Device for the Riders is the "World Driver." The collectible gimmick items are known as "Material Bottles." Build's main weapon is the SaibattoBlade. |

We still have Cyborg theme superheros in Japan like Cyborg 009. So I find it hard to believe that we can't have a superhero theme superhero.

If those rumors aren't true, I suspect we may see a secondary Rider called Kamen Rider Gear, mostly since Toei has a hard time resisting English wordplay, and it'd fit what little iconography we know about.
