Depends on the show, depends on the writer and/or showrunner, depends on the movie/special/whatever, but most of all it depends which fan you ask. At the end of the day, it's a mess with no real answers and Toei sure doesn't care.
For me, it's all canon and it's just a matter of sorting it all out on a case by case scenario. Worst case scenarios are that a movie/special becomes an alternate timeline, alternate universe, or it was just a case of plain old bad writing. I will say there are some movies/specials that are absolutely canon and pretty much no sane person will argue with you on it. Examples include (but not limited to) Den-O, W, and Ex-Aid. All of these have major plot points in the movies and the shows reference the events of the movies before and/or after. Even then they don't always fit perfectly. |

Eh... From what I can remember, Ore Toujou (Den-O), Movie War 2010, W Forever A to Z, Eternal Returns and Accel Returns (All W), Movie War MEGAMAX (Fourze), that soccer movie from Gaim, Surprise Future, Chase Returns (Drive)Heisei Generations and True Ending (Ex-Aid) are all canon

The Showa films, Den-O movies, and most of the movies from Decade onward can be considered canon (you can also make a good case for the Ryuki films and specials). It's mostly just the first decade of Heisei shows (Kuuga-Kiva) and the Superhero Taisens that aren't considered official parts of the shows' canon.

Sengoku Movie Battle may be canon as it would take place prior to Kurokage losing the ability to henshin. The main problem is that Micchy keeps the Blood Orange Lockseed and it never shows up in the series. Full Throttle is canon due to the fact in Drive's penultimate episode, Lupin's Lupin Blade Viral Core and Lupin Gunner are seen with the rest of the Drive and Mach gear before being sealed away. Both items where left with Shinnosuke when Lupin died in the Type Lupin special. Super Movie War Genesis is definitely not canon. Saionji is still alive and Specter only joins Ghost as an ally after Saionji's death in the tv series. Takeru's dad was killed by the Leonardo da Vinci Gamma in the film while in the series it was Adel who did it. Toucon Boost Damashii is called Tousan Damashii and has a slightly different way of it being obtained. Also no reason is given why Shinnosuke has a Shift Car that allows him to become Zerodrive and why Krim/Drive Driver is suddenly there when they arrive in the past.

The Superhero Taisen movies are not canon because they are terrible clusterfucks of nonsense and stupidity. |
