Exactly this, otherwise we'd be getting to the point where any anime that featured a fancy sword fight or explosions could be considered "toku".

I remember that anime. It was a parody of Ultraman. The 1972 Devilman TV series feels pretty close to Toku and Kajiu flicks. This version of Devilman can grow giant and fight other kajiu similar to Ultraman.
Takegami: Guardian of Darkness is also similar to Ultraman with the idea of a hero that can grow giant to project humanity from evil giant monsters. Even episode 2 has a homage scene of Ultraman. Those are the only anime that I can think of that feel close to Ultraman.

Glitter Force is a Smile PreCure dub and PreCure is basically Sentai for Girls, and Gachaman is why Jetman is birds.

Most likely.
Although Gatchaman and a good number of their hero shows that aired before Goranger pre-dates super sentai, tokusatsu heroes were around since the 60s starting with Gekko Kamen or "Moonlight Mask".
