Cause let's be real, we could definitely get Renn Kiriyama to reprise his role as Shotaro, but we'd probably be stuck with a Recast Philip sound-alike and it would just be awkward. And the reason 01 and Aruto remained the same is likely because if they included any of the other cast members in it, they could easily get them since they're probably under contract to do stuff like that. For Aruto, contracted or not, I'm pretty sure Takahashi would be happy to portray him as one of the main playable characters in a video game. Quote:
And thanks to this article on Famitsu, while I don't have any more idea what the heck that comment about Zero-One inheriting the genealogy of justice means, I do at least know that the logo specifically highlights the subtitle as "memory of heroez" as an additional nod to OOO's presence, so that's neat!

'Lmao' at the thought that there's a 'canon' across Kamen Rider.

This game is lookin' really good! First off, I got lucky in that all three of these Riders are ones that I really like. As in, top 10, including secondary Riders. But mostly, the gameplay just looks really fun. I was considering getting Climax Scramble, but I decided against it because the gameplay didn't look that great to me. But with this? No doubts in my mind that I'll have a blast playing it.

There is /some/ canon to the Rider universe. Some characters are obviously sharing universes and timelines, some aren't.
Decade remains in the main Rider universe but hails from a different one, Build is from a different one but lands in the main one after the events of his series, Zi-O started in the main one but the finale resets the timeline, Zero-One feels separate due to its more future-dependent setting, the Zi-O future riders, Aqua, New Den-O all represent potential futures, etc. Like toku continuity is definitely wonky (Sentai go from co-existing with Riders to being in separate universes and back all the time), but there are some small strands you can connect here and there. Until we get official, definitive word anyway.

Something that I've always appreciated about Rider is that it plays extremely loose with continuity so strict canon isn't anywhere near an important factor and can just happily be ignored so we can get to the good stuff. This game will probably be about as canon as Wizard and Gaim's appearances in Heisei Generations
