Oh dude he's SO GOOD. I've had no regrets selling my old versions of characters for these new Kingdom/Studio Series versions and Hot Rod is the best example of how worth it it is to upgrade.

Cyclonus is pretty perfect in my mind. So compared to him, Primal's not as good to me.. I find his beast mode pretty rough. Robot mode's perfect. So in comparison to Cyclonus who I like all around, that does put him below him. Transformation didn't really wow me, but maybe a bit because I kept comparing it to the Masterpiece and that's not really a fair comparison lol. Buuut since you mentioned Cheetor too, I like him a whole lot more than Cheetor.
