When a new Tokusatsu series is made, do they first make the toys and come up with the concept for the TV series to work with them? Or do they work on the TV series plot first and then make the toys based on it?

I'm almost positive the toyline comes first. While I'm sure the writer has at least a little say in the matter, I feel pretty confident saying that the toys come first and the writer simply has to roll with the punches.

I don't have any proof, but I'd say the toys come first. Not with finalized designs but they most likely lay out a plan for a gimmick, what they can do with it, how they can support it for a whole year and then develop designs and write the story and characters around all of it.
That's the only way that makes sense to me. |

When Gen Urobuchi was hired as the head writer for Kamen Rider Gaim, he said in an interview that the Riders and Henshin Items had already been designed, and that Takebe hired him specifically to make the fruit theme work.
So the toys come first, definitely - although Toei does have a say in what those toys look like. I recall Takebe thinking of a flat bird+samurai theme for Gaim, before Bandai came up with a fruit+general warrior theme. |

So it's like how Gundam Sousei manga depicted with Gundam and Ideon starting out as toys before writing their plot... and that one time Tomino lied to the producers and told them Ideon is this kid friendly toy anime only to reveal to his team it's going to be a dark story, which then lead to its cancellation.

When a new sentai show comes out, we usually get toy catalogues out long before we know anything about the show itself.

Toys come first unfortunately. No way would things like zords work so well if they were designed around the show, they are designed in such a way and the show is subsequently designed around them.
This seems to lead to varying results, probably why you get so many open ended shows because it's easier to be able to promote the new toys as they go along rather than craft a season long story than produces a good show and ALSO sells toys. Though when both come together (Gaim and Build are two great examples) then they produce excellent results.

it sucks that the toys come first, but what sucks even more is that they aren't being efficent about it.
If they wanted to make a lot more money than they already are, find the writer first, have him brainstorm with the toy development team and come up with a toyline based on the writers ideas. This seems like it would make the show more watchable and sell more toys since the toys would seem "cooler" as they are used more. |

I think what would make the most sense is for both to be developed simultaneously. Somebody comes up with an idea. Let's say cops vs robbers, like in Lupin vs Pato. One team will say "what can we do with this from a toy perspective?" while another team says "what can we do with this from a story perspective?" The two teams work together to develop the concept, making sure that the toys are designed to work in the story, and that the story is designed to accommodate the need to sell toys. Once the writers know what they need to include in the story, they'll start writing it, and then the designers will start designing suits, mechs, transformation gimmicks, etc. The scripts and toys will go through numerous re-writes, just like any other tv series or movie, until the two work well together. But you can't have one without the other.
