I've been thinking about this lately, and of course, everybody will have a different answer. There's series where the secondary Rider is pretty clear, but there's a few where it's not the case.
I've never personally seen Agito, but I hear that the secondary Rider in that is debatable. In Blade, both Tachibana and Hajime have legitimate cases for being secondary Riders. In Gaim, it seems like the most consistent case for secondary rider is Baron, however he's not always the case. And there's some people who argue that the designated secondary Rider for certain series is the real main Rider. So I just wanted to know everybody's opinion. How is a secondary Rider defined for you? Is he the second Rider to appear on the show? The one that's officially stated to be the secondary Rider? Does the secondary Rider represent anything special for you? Or is it possible that there may be cases where the secondary Rider role alternates or is shared amongst multiple characters?

I never really thought about it. I guess I just go by the official determination in most cases. Not sure if it follows suit, but I consider Tachibana the secondary in Blade because he complements the lead better. I consider Hikawa the secondary of Agito because of his chemistry with Shouichi.
The only secondary Rider that's ever meant something to me is Knight/Wing Knight. Before I really discovered Kamen Rider, I remember watching Dragon Knight on the CW and thinking "Wow. The bat guy looks SO much cooler than the main character. I wish he was the focus instead." Little did I know that when I finally watched Ryuki I'd fall under the belief that he really should be considered the lead. I feel like Shinji is only in the spotlight because he's more relatable, "noble", and - of course - because his contract beast is a dragon. Knight is one of - if not - my favorite Rider designs ever. On top of that, Ren has a better back story, a real reason for being there, is more capable, get's his final form long before Shinji, and is even the one who goes on to defeat the final boss of the series! ^I'd be real careful with posting spoilers. I've already finished Ryuki, but I've had way too many things spoiled to me and I'd hate to have others have things spoiled for them.

In cases where the show has more than two Riders, I usually assign the secondary Rider label to whichever character gets the most focus besides the protagonist. Garren was introduced first in Blade, for example, but Chalice gets far more development as a character and is more central to the main plot, which is why I consider him to be the secondary Rider of that series.
Gaim is kind of a weird show to call, though, as most of the major Riders are getting fairly even development. I want to say that Baron is the secondary Rider because he is definitely reminiscent of Knight and his role in Ryuki, but for a long time Ryugen was much more relevant and he still arguably plays the more important role in the story. The main difference, though, is that Micchy is pretty much an out-and-out villain by this point. |

I don't have a set checklist of traits that what I consider a secondary Rider to have since it really seems to be a case by case basis.
I consider both Garren and Chalice to be secondary Riders in Blade, since Garren is Blade's ally for 90% of the story, while Chalice grows more and has more of a story arc. For others, it's just a matter of what makes the most sense. Like while Kuuga offers Decade the most support, Diend has more of a presence and his antagonism isn't really important. For Gaim, I would say it's Baron, but I think Knuckle is filling the space Ryugen has dropped.

Here are the list of secondary riders IMO.
Agito: G3 and Gills. They equally share this position from what I have seen. Ryuki: Knight. Faiz: Kaixa. Blade: Chalice. Technically Garren is Rider 2, but based on how the story turns out, Chalice takes the spot. Hibiki: Ibuki all the way. Todoroki is as prominent, but Ibuki came first. Kabuto: Gatack. And I personally think he is one of my favorite 2nd Rider amongst a number of others. Den-O: Zeronos. Kiva: Ixa. Decade: Diend. One can argue Kuuga is rider 2, but he is more of a Kengo/Shunpei to me. W: Accel. OOO: Birth. Fourze: Meteor. Wizard: Beast. Gaim: Baron.
