Was poking around on the PR wiki and found these...

The original cut was over three hours long; it included a fight with a crocodile, a longer trek through the volcano, a mermaid, a bungee-jumping stunt for Adam, and more character development for Justin. Perhaps most controversially, Johnny Yong Bosch has claimed that there was an extended fight scene between the Zeo Rangers and Divatox's forces that resulted in the Zeo powers and zords being destroyed. None of the footage from this version has ever been released.
The original shooting script included a new character Mandika the Mermaid, described as having alabaster skin, black/blue hair that trails over her bare chest and a strange voice. She would have assisted the Rangers on their journey and acted as a new friend/love interest to Adam. Originally, Mandika would have saved Kimberly after she ran out of air escaping Divatox's submarine and Mandika would have taken her to Muiranthias. However, all of Mandika's scenes were cut out of the film and the actress who plays her is unknown/uncredited. Without arguing how legitimate these are, would you have liked to see these scenes in the movie? While closure of the Zeo powers might have been nice, Divatox never really struck me as particularly threatening until the very end of Turbo so seeing her forces destroy the Zeo rangers might have seemed a little jarring personally.

over three hours is correct, it was actually more like 4. but from what I was told it was an utter mess and really what we got was very near what was usable.

The only scene I think that should have been in there was the Zeo footage. It would have made a whole lot more sense to see that then just have them randomly decide to move to car power.
Hell, I could have just accepted an explanation that they have forged the Zeo Crystal into keys to unleash new powers over nothing at all. |

Tommy still has the Zeo powers as of Forever Red, so their destruction in this movie (And isn't the Turbo movie canon to the series?) would be moot.
While closure on what happened to the Zeo powers would be nice, the explanation given here isn't viable anymore.

No more moot than the dino and turbo powers reappearing in Forever Red is.

The Dino powers were never destroyed (Adam has morphed using them as well), and if Justin could get a Turbo morpher from Storm Blaster, I think Lightning Cruiser could do the same for TJ.

That doesn't make it moot though. The dino powers were completely unstable when Adam reused them and while the TJ could have got powers from Lightning Cruiser, its still unexplained in Forever Red.
The Zeo powers could have still be written out properly and there be a logical explanation for them to reappear somehow in Forever Red.

Here's my "Forever Red" theory.
FACTS - The original dino morphers and power coins were destroyed by Rito Repulsa. - During "In Space" in the episode "Always a Chance" we learned that Adam held on to his original morpher, and it still worked (though the risk was very high that it would destroy him in the process) - Lightening Cruiser was never destroyed - The Turbo Blue Ranger's vehicle was also not destroyed, and was able to give Justin his morpher ASSUMPTIONS BASED ON FACTS - If the Blue Ranger's vehicle in Turbo could give Justin his morpher (meaning the power wasn't destroyed), it is easy to assume that Lightening Cruiser could do the same for TJ in Forever Red - If Adam still held his original morpher and power coin and was able to use it, the other Rangers would be able to as well POSSIBLE WAY TO MAKE FOREVER RED WORK WITH PREVIOUS STATEMENTS - Rocky had the original power coin - Jason rejoined the Power Rangers as the Gold Zeo Ranger - Rocky could have easily given Jason the original Red Ranger power coin - Thus allowing Jason to use it in Forever Red There! All done.
