That's still a testament to my statement, though. Villains don't sell, so they made it aimed for an older audience and more difficult to get.

Villains don't sell well in Japan. It's why you don't see figures of the big bad on toy shelves very often.
So to design a group of villains based on the rangers would be a waste since they couldn't destroy and recycle them as easily as the more monstrous baddies/MOTW. While they could make toys of them, they wouldn't bring in as big of a profit as the heroes.
