There's a knock off of everything. But the only ones I know of for Figuarts that were widespread enough to be talked about by others are for Dragonball Z and Sailor Moon. I don't think I've ever seen a knock off Rider Figuart.
However, I really doubt there is one of Tiger of all characters, especially not one that looks to be spot on to the actual figure (the aforementioned knock offs lack articulation and paint compared to their real counterparts). I really can't see what's wrong with the feet based on the picture at all. They look completely fine. To the height issue - well, somebody else with both could help compare, but maybe he really is just shorter? Head sizes are an issue the Figuarts line has every now and again, where they just don't look right. In fact, I think Wizard Flame Style was one that was criticized for his head being too small. Conversely, Accel was notorious for his oversized head. Finally, as for paint quality... you could indeed just have gotten a bad one, which would be unfortunate. :/ That's what I would lean towards, but I really don't think it would be a knock off.

I got my Tiger from Amazon and he looks perfectly fine.

Forgive the horrificly dusty toys. There are no bootleg Rider / Sentai Figuarts, just DBZ and Sailor Moon, and they're incredibly obvious, the packaging says they're from like Bandon or something silly, and they look shit. They're the same height, and Zolda's head is actually smaller than Tiger's. Same feet (with the exception of the boot prints) too.
