Actually, there whole reason Green could become Black Rangers was because of the counterpart set up. Green would go to Green, but if there wasn't a Green, he'd be Black.
Example:
Himitsu Sentai Goranger (Each Number Represents the # on the helmet):
GokaiRed- AkaRanger (1)
GokaiBlue- AoRanger (2)
GokaiYellow- KiRanger (3)
GokaiGreen- MidoRanger (5)
GokaiPink- MomoRanger (4)
Goggle V:
GokaiRed- GoggleRed
GokaiBlue- GoggleBlue
GokaiYellow- GoggleYellow
GokaiGreen- GoggleBlack
GokaiPink- GogglePink
And when there wasn't a color counterpart (or if the ranger with the same color was actually a 6th ranger,) they went with number placement.
