I consider any of the Spring crossover movies to be canon. So I believe the post Showa shows and before W take place in their own universe expect for Kuuga and Agito. The Winter crossovers may be canon depending how they are written. I felt like the Drive and Gaim crossover fit pretty well.
And who the hell knows what's going on with Decade EDIT: Actually, come to think of it, the G3 unit DID appear in Ryuki's movie. So maybe at least that alternate timeline's version of the characters exist along with Kuuga and Agito.

My headcanon is that each Heisei era season used to take place in its own continuity, save for Kuuga and Agito taking place in the same timeline. But during events of Decade, the multiverse just kind of "broke." Not only did this fuse the Heisei Era, Showa Era, and the Neo-Heisei era into one continuity, it also connected the Kamen Rider world with the Super Sentai world, which is also a shared continuity in my headcanon.
The connection wasn't strong at first but, over time, the world began to grow more and more connected until, by this time, they're basically two worlds stuck together, barely kept apart by a Dimensional Wall so thin that one could pass through it with basically no effort if there in the right place. Needless to say, Tokyo is one of those places. |

It's probably "officially" not part of the main continuity, but I feel like it could still fit in, with both heroes being the type to not really bother with ongoing events going on with the main Rider shows, thus explaining their absence from them.

False. The First and Next incarnations of the first 3 Riders are playable in All Kamen Rider: Rider Revolution

Eh - that's Namco Bandai though not Toei direcly. Maybe they don't see it as much of a failure.
