Would the 9/11 event had influenced somehow Toei shows ?

Not really since the shows are not made for the US audience in mind.

I will say, we wouldn't have gotten 20 years of Heisei Riders if it wasn't for the attacks, saying that kids need heroes more than ever.

I've not encountered any examples of Toei or Toku being affected, but I do know that the anime Full Metal Panic was affected. It was set to air in October 2001 but was delayed a season and a strong warning was added to every episodes about subject matter and it being a work of fiction (Said warning is still there, though moved to the end of episodes). The reason for this was because a plane hijacking by terrorists was a major plot point in early episodes.
So I would believe it if a Toku was affected, it probably was probably in a minor way not worth mentioning. |

It may have not only affected Toei, but the Tokusatsu World in general! Heisei Kamen Riders might have lasted as long as it did as a result!

But this aspect of growth the show went through also impacted Hibiki and eventually Kabuto on up to then. Untold Rider history is really rich in some interesting stories about the Heisei era in theme choices, and has some dark moments too. Another interesting thing you can see with the Rider shows, and Toei for that matter, as of about W, there started to be a push of other open mindedness too, that wouldn't fully reach american shores of discussion until years later.

It affected Power Rangers Time Force since in was airing the same year and had buildings destroyed in the show.
