Kabuto was the first Rider shot in HD, yeah; and I believe Shinkenger was the first Sentai in HD

That's very true. The CGI shots were edited in SD video, and it would be impossible to improve their quality very much. They could rescan the film and make that non-CGI stuff look a lot better, but any shots with CGI will always look like crap on those shows.
