Has anyone else noticed that starting at around Gaim or so, villains have been getting more and more toys. While a lot of Gaim's Rider's used the same equipment, Drive's Mashin Chaser got a bit of unique stuff compared to most villains. A motorcycle, three shift car-like items, and a unique henshin device that wasn't just a recolor of an already existing one. That's more stuff then he got when he became a Kamen Rider. Granted, he reused most of that stuff when he became one but still...
While Ghost's villain stuff was a bit light compared to Drive's, Ex-Aid made up for that by giving Gemn almost as much stuff as Ex-Aid, Brave, and Snipe. Not only did he get a unique transformation device, he got two gashats, one of which was unique, and used the Gashacon Sparrow more then its actually owner. That's even before you take into account Para-DX's stuff and the new villain stuff on the way. While Heisei era Kamen Rider from Ryuki onward has had no problem making villain riders and giving them toys, those were largely recolors of items held by heroic riders. In recent years though, Villains have been getting more and more unique stuff. Have villains toys received a surge in popularity in recent years? |

Interesting. I'd say that Gaim definitely went all out in this regard. Yes, as you mentioned, most of them were rehashed equipment, but all armored riders share the same drivers, so that's to be expected, but if we're counting Lockseeds, then Gaim is the clear winner.
Especially considering who you consider to be true villains. Temporary antagonists (Zangetsu, Baron, Marika, Bravo, Kurokage, Guridion) in addition to the outright bad guys (Duke, Idun, Jam, Sigurd, Saver), everyone had their own "unique" piece of equipment as compared to say Dopants getting the same Gaia Memories with different stickers. Now, since Drive and now Build you're getting full on weapons and henshin devices.

Yes and no. If the character is officially called a Kamen Rider, it's going to have toys regardless of if they're a villain or not (Save for a few one offs like Jam). Also, a lot of villainous Riders either turn from evil to good or good to evil with few exceptions (like Cronus or Sigurd). For these reasons, I don't fully count villainous Riders as making more villains as I do making more Riders.
Figurarts still makes a non-Rider villain here and there, but mostly as exclusives (heck, a lot of the Riders are to). Feels like business as usual. The one area things have really changed in the past few years is candy toys. Between Shodo VS and SO-DO, I have way more monsters and grunts than I figured I'd ever own from Kamen Rider. There hasn't been this many Rider monster toys in stores since the 90's Banpresto line (side note, they're the same size as Shodo VS). So yeah, I'd say there has been an increase in villain toys between monsters, grunts, and even the villainous Riders. |

I think it all depends on the villains, too. Figuarts went crazy with W, OOO, and Fourze. IIRC they did all Dopants and Greeds (with multiple Ankhs), not sure if every Zodiart was done, but they did a lot, so there's definitely demand for non-Rider villians, as figures.
As far as them having their own dedicated henshin device and weapons, though, beyond just gimmicks, that's definitely uncommon.

Kougane/Jam actually got two Lockseeds and faceplates. Idun got both, Duke got both, Sid got a Lockseed, Kugai Kudo got a LS and a weapon, but technically in Gaim these are all "riders", so I don't know if that really counts towards the original posts point, anyway. Really the only non-rider villains were overlords, and they didn't get any toys in any form (except their weapons coming with Yomotsuheguri) and I'm not counting Baron.
