Well, new weapon/zord stars can be made. We don't yet know about new Ranger stars. Also, if I'm not mistaken, Green was a movie only character, and Saban tends to stay away from using most things that are movie only. Not to say that it's impossible, just that I think it's unlikely and I wouldn't anticipate/expect it.
