No for every battle.
Yes for one-on-one duels
No for group battles but yes we can have them again. Problem is, things are entirely too one-sided right now barring some betrayals and-or Sideswipe and ElConvoy teaming up with Winston.

Hey Talisman. I had a question about the Rider War. With the new duel rule, do we have to ask permission for every battle we want to start or is that just for one on one private duels? Also, can we have group battles still and do we have to ask permission for those?
