That's probably how they're gonna do it. I hope he has vast knowledge of Power ranger history so it keeps a small shred of hi's Sentai counterpart.

Well if they go with the idea of him from another time/dimension/planet, they could always have it be to where he's always kept an eye on all of the teams, and thus knows everything about them.

Or he's Billy's half-Aquitian son.

Yeah, David Yost isn't going to cameo but that doesn't mean his character can't be referenced.
