This time its the Shocker Leader 3, his true form being Oogumo Great Leader. He is played by Diamond Yukai.

How is this referencing the Great Leader, who if memory serves, hasn't done a thing since Kamen Rider #4?!?!

He is a new incarnation of the Great Leader, his monster form is a reference to the Great Leader of Black Satan from Stronger, both of them having a Spider Motiv.

I don't think he's a new "incarnation" of the old Great Leader. His name makes him sound more like a descendant somehow.

The "Sansei/III" part of his name isn't just a "3". It's written in the same way "Lupin III/the 3rd" is written for example.

That does make sense, interestingly that they want in this direction. The Great Leader doesn't look like someone that has children, maybe he took the title of the Great Leader after the original and Tsukasa.
