I will give you that the Johto starters are lacking in movesets, but I still love the Cyndaquil line and Totodile, like Squirtle, has a good first and final evo. This is definitely a case where Mega Evos can breathe life into an unused Pokémon, like Mawile or Kangaskhan. I can't defend Chikorita, since its mega exists in the fom of Tropius.

Meganium has kinda been growing on me over the years. I initially had no interest in it and saw it as a dull grass type, but I think it's kinda cute, now~

But the final forms of a Pokemon are supposed to look cool and powerfull.

Meganium is the weakest of the Johto trio, easily. Its range of attacks is so extremely limited.

Frost Rotom feels like a bad way of doing that. Going Mow or Heat should be considered before a Rotom with only three resists, three weaknesses (including Fighting, shared with Barbaracle), and a coverage move with low accuracy (Blizzard's 70%). Heat is excellent due to its numerous resistances, while Mow's typing is a near-perfect complement to Barbaracle since he resists three of Mow Rotom's weaknesses and can hit three super-effectively too.

Something Fire/Flying or Bug/Flying might be even more effective than either of those, covering Barbaracle's Grass and Fighting weaknesses and having an immunity to Ground. Dragon/Flying and Grass/Flying do the same but remove the Electric weakness as well. Bug/Grass resists every one of Barbaracle's weaknesses but offers no immunities.

The getting a starter from another region thing was actually started in Emerald though it only happened when the national dex was completed, so it could be you get a Johto starter after the Hoenn dex is completed *albeit it's easier to do so now cause of the GTS, friend list, & the Pokemon Bank & Poketransfer add-ons if those 2 can be used with OR & AS*.

It's always been "complete the Hoenn Dex"

But the Johto starter thing only started in Emerald, I don't think that the completing a dex to get a starter from another region was ever implemented into any of the pokemon games that came after the Hoenn region ones *I mean you get a Kanto starter in X & Y but you don't need Kalos dex completion for it*.
